Salary Increase for Government Employees for 2011 (Philippines)

Information on salary increase for government employees for 2011. This is the third tranche of the modified salary schedule of government employees in the Philippines.

President Benigno "Noynoy" Aquino III signed Executive Order No. 40 drafted by the Department of Budget and Management last April 29, 2011. This executive order implements the third tranche of modified salary schedule for civilian personnel and base pay schedule for military and uniformed personnel in the government of the Philippines. The salary schedule is part of the four-tranche increase in the pay of government personnel in the country that commenced last July 1, 2009. The yearly tranches cover the period from July 2009 to 2013. This will benefit more than a million government eimployees where about 75% are in the civil service. For local government employees, the implementation of the salary increase will be on the 1st day of January 2012.

Instead of the usual July 1 effectivity of the modified salary schedule, Executive Order No. 40 specifies that this should be granted by the 1st day of June 2011. This will be a timely release to help government employees keep up with the expenses necessary for the June opening of classes as well as the ever-increasing prices of goods and commodities.

The total amount required to implement the advanced implementation of the salary increase for 2011 is PhP2.8 billion. The amount will come from personal services savings, on top of the PhP19.46 billion already appropriated for government workers' salary increase from July 1 to December 31. Further, Department of Budget and Management Secretary Florencio Abad said that PhP14.9 billion will be required to fund the usual mid-year bonuses and half of the PhP5,000 cash gift of government employees. The mid-year bonus will be given to government employees who have rendered at least four months of service. Also, the salary increase will benefit those civilian government employees who are on the following status or position:

  1. regular
  2. contractual
  3. casual
  4. appointive or elective
  5. rendering services on full time or part time basis

For the military and uniformed personnel, those covered by the salary increase are those working in the Armed Forces of the Philippines, the Philippine National Police, the Bureau of Fire Protection, the Bureau of Jail Management and Penology, and the Philippine Coast Guard. Personnel of the National Mapping and Resource Information Authority as well as employees of the local governments namely the city, municipal and barangay officials and employees are also covered by the salary adjustment. The LGU personnel will receive their increases on January 1, 2012 because local government units have just received their second tranche of salary increase last January 1, 2011. Their respective sanggunian have yet to determine the availability and sustainability of local government funds to implement the third tranche.

The implementation of the third tranche salary adjustment would provide differential increases in the salary of government employees based on their salary grade. Faculty members of the state universities and colleges follow the same increase in salary grades based on the corresponding positions they attained under NBC 461, a position classification and compensation scheme designed for those woking in the academe.

How about job order employee, they said we are not included to the memorandum of increase of Mr. President Aquino, MMDA employee.

Sorry to say job order employees are not included. This is stipulated in EO 40 and previous National Budget Circular 524, Section 3 on Exclusion by the DBM. Job orders are jobs with terms and remuneration fixed for work specified. This works like the "pakyaw" system where payment is sourced from non-Personal Services appropriations or budgets.

Isnt it that the thrust of the government should be to eliminate or even minimize poverty? How can then they eradicate poverty if it is those who had big salary will be the one who will benefit on this scheme? If you look at it, those who had a low salary grade will only be receiving a 30% increase while those who are already receiving huge salaries and benefits will receive a 200% increase. The richer still becomes richer and the poor poorer. After all the tranches in ssl3 will take into effect, still the income of those with lower grade would still be living below the poverty line. Yes the government conducted a forum with its employees but only to those who are already considered supervisors with salary grade 15 and above, the poor employees who belong to salary grade 9 and below were put out of equation. Instead of the SSL III the government could have effected a 3,000 across the board on the first tranche with a 1 jump salary grade for the professionals same as they did. Then on the 2nd tranche they could have increase the PERA to 3,000. On the third tranche another 10% increase (the same) and another 10% increase in the fourth. If you look at it the salary of the teacher from 9,939.00 would become 18,000 plus 1thousand increase in PERA (same increase as the SSL III more or less) but the Clerk 1 would have an increase from a mere 6,000 to 10,000 plus increase in PERA. If you look at the teacher will receive an increase of 100% after the 4 tranches while a clerk will receive around 80%.

The Salary Standardization Law III is not enough for us in the government in the rank n file situation. Since 1989, no promotion in rank has been done despite length of service, obtaining higher educational requirements, etc. In my case, I was hired with master's degree occupied grade SG13 in 1989. In 1997 I reached the ceiling, therefore I have no step to go, and no longevity benefit accorded me. Until today, I am still in SG 13, step 8. There is no more ladder available despite my professional growth by obtaining a Master's degree in Public Administration and finished all the academic requirements for a Ph D program in Philippine Studies. Hello maria, death and taxes are certain. If we have increase in salary, this also means our tax will increase. And of course, we'll have to factor in our exemptions. But taxes are necessary to run our government and enable improvement to public services so we need to pay our dues responsibly.

Hello rye. I found a reference to say that the salary increase applies only to government employees who are on permanent status. You may see it at this url: http://www.dbm.gov.ph/ro/index.php?code=ROIX&pid=663. This is also noted in joint CSC-DBM Circular No. 1, s. 2003 in paragraph 2.

As EO 40 states whilma, contractual employees working in the government are entitled. For Don, based on the Philippine Association of Medical Technologist (PAMET) forums, the starting salary grade of registered medical technologist is SG 11. So, med tech II should be SG 12. I hope that helps.
